NOTIFICATION

 

December 27, 2005

 

No.F.49-42/2005-NCTE (N&S):Regulations laying down the procedure for grant of recognition together with norms and standards for various teacher training programmes were promulgated by the National Council for Teacher Education in consolidated form on November 13, 2002. Suggestions have been received for amendment to the regulations to facilitate their operation and for removal of functional difficulties from the same. After a series of consultations at various levels, it has been decided to bring out a new set of regulations in supersession of the existing one.

Now, therefore, in exercise of the powers conferred under section 32 (2) of the NCTE Act, 1993, the National Council for Teacher Education hereby makes the following regulations, namely:–

 

1.Short Title and Commencement

 

 

(1)These Regulations may be called the National Council for Teacher Education (Recognition Norms & Procedure) Regulations, 2005.


(2)They shall come into force with effect from the date of their publication in the Official Gazette.

 

2.Definitions

 

In these regulations, unless the context otherwise requires, all the words and expressions used herein and defined in the National Council for Teacher Education Act, 1993 (73 of 1993) shall have the same meaning respectively assigned to them in the said Act.

 

3.Applicability

 

These regulations shall be applicable to all matters relating to teacher education programmes covering norms and standards and procedures for recognition of institutions, commencement of new programmes and addition to sanctioned intake in existing programmes and other matters incidental thereto.

 

  1. Eligibility

 

The following categories of institutions are eligible for consideration of their applications under these regulations:

 

    (1) Institutions established by or under the authority of Central/ State Government / UT Administration;

(2) Institutions financed by Central/ State Government/ UT Administration to the extent of not less than 50% of their recurring cost;

(3) All universities, including institutions deemed to be universities, so recognized under UGC Act, 1956.

(4) Self financed educational institutions established and operated by ‘not for profit’ Societies and Trusts registered under the appropriate law.

 

 

 

5.Manner of making application

 

 

(1) An institution eligible under Regulation 4, desirous of running a teacher education programme may apply to the concerned Regional Committee of NCTE in the prescribed form in triplicate along with processing fee and requisite documents, for recognition.

(2) The form can be downloaded from the Council’s websitewww.ncte-india.org, free of cost. The said form can also be obtained from the office of the Regional Committee concerned by payment of Rs. 1000 by way of a demand draft of a Nationalised Bank drawn in favour of the Member Secretary, NCTE payable at the city where the office of the Regional Committee is located.

(3) An application can be submitted conventionally or electronically on-line. In the latter case, the requisite documents in triplicate along with the processing fee shall be submitted separately to the office of the Regional Committee concerned. Those who apply on- line shall have the benefit of not to pay for the form.

6.Processing Fees

 

There shall be a uniform fees of Rs. 40,000/- for processing an application for grant of recognition to an institution to conduct a teacher education programme or addition to programme or intake in the existing programme payable in the form of a demand draft of any Nationalized Bank drawn in favour of the Member Secretary, NCTE payable at the city where the office of the Regional Committee is situated.

 

  1. Processing of Applications

 

 

(1) Applications which are complete in all respects shall be processed by the office of the Regional Committee concerned within 30 days of receipt of the such applications.

(2) The applications shall be processed as under :-

 

(i) The particulars of the institutions shall be hosted on the official website of the Regional Committee concerned of the National Council for Teacher Education.

(ii) This will serve as an electronic communication to the applicant and also the State Government/UT Administration concerned for necessary follow up action on their part.

(iii) A written communication in addition shall also follow to the applicant.

(iv) A written communication alongwith a copy of the application form submitted by the institution(s) of the concerned state/U.T. shall be sent to the State Government/U.T. Administration concerned.

(3) On receipt of the communication, the State Government/UT Administration concerned shall furnish its recommendations on the applications to the office of the Regional Committee concerned of the National Council for Teacher Education within 60 days from receipt. If the recommendation is negative, the State Government/UT Administration shall provide detailed reasons/grounds thereof, which could be taken into consideration by the Regional Committee concerned while deciding the application. If no communication is received from the State Government/UT Administration within the stipulated 60 days, it shall be presumed that the State Government/UT Administration concerned has no recommendation to make.

(4) Though normally the applicant institutions will ensure submission of applications complete in all respects, in order to cover the inadvertent omission of deficiencies in documents, the office of the Regional Committee shall point out the deficiencies within 30 days of receipt of the applications, which the applicants shall remove within 90 days. The date of receipt of the application after completion of deficiencies shall be treated as the date of receipt of the application complete in all respects within the meaning of Regulation 7 (1).

(5) Ordinarily, the inspection of infrastructure, equipment, instructional facilities etc. of an institution shall be conducted within 30 days of completion of processing of its application by the office of the Regional Committee with a view to assessing the level of preparedness of the institution to commence the course. Such inspection shall be in the chronological order of the date of receipt of the completed application in the office of the Regional Committee concerned. Among the applications received on the same day, alphabetical order shall be followed.

(6) All the applicant institutions are expected to launch their own website simultaneously with the submission of their applications covering, inter alia, the details of the institution, its location, name of the course applied for with intake, availability of physical infrastructure (land, building, office, classrooms, and other facilities/amenities), instructional facilities (laboratory, library etc.) and the particulars of their proposed teaching and non-teaching staff etc. with photographs for information of all concerned.

(7) At the time of visit of the team of experts to an institution, the institution concerned shall arrange for the inspection to be videographed in a manner that all important facilities are videographed along with interaction with the management and the staff (if available). The visiting teams shall finalize and courier their reports alongwith the video tapes on the same day.

(8) The application and the report alongwith the video tapes of the Visiting Team shall be placed before the Regional Committee concerned for consideration of grant of recognition or permission to an institution in its next meeting.

(9) The Regional Committee shall decide grant of recognition or permission to an institution only after satisfying itself that the institution fulfills all the conditions prescribed by the NCTE under the NCTE Act, Rules or Regulations, including, inter alia, the norms and standards laid down for the relevant teacher education programme/course.

(10) In the matter of grant of recognition, the Regional Committees shall strictly act within the ambit of the National Council for Teacher Education Act,1993, the National Council for Teacher Education Rules, 1997 as amended from time to time and the regulations including the norms and standards for various teacher education programmes and shall not make any relaxation thereto. The Regional Directors shall be responsible for ensuring that the decisions of the Regional Committees are not in contravention of the NCTE Act, NCTE Rules and regulations including the norms and standards.

(11) The institution concerned shall be informed of the decision for grant of recognition or permission subject to appointment of qualified faculty members before the commencement of the academic session.

(12) The institution concerned, after appointing the requisite faculty/staff, shall put the information on its official website and also formally inform the Regional Committee concerned. The Regional Committee concerned shall then issue a formal unconditional recognition order.

(13) In cases where the Regional Committee, after consideration of the report of the Visiting Team, is of the opinion that the institution does not fulfill the requirements for starting/conducting the course, such an institution will be allowed one more opportunity for inspection after removal of the deficiencies. For such inspection the institution concerned shall again deposit a fee of Rs. 40,000 to the Regional Committee concerned through a demand draft from any Nationalized Bank drawn in the favour of the Member Secretary, NCTE payable at the city where the Regional Committee is located. However, no such fee is required if the deficiencies pointed out are minor in nature not involving civil construction or the like and the rectifications are verifiable without physical inspection.

(14) The reports of inspection of the institutions along with the names of the Visiting Team Experts shall be made available on the official website of the Regional Committee concerned after the same have been considered by the Regional Committee.

 

8.Conditions for grant of recognition

 

 

(1) An institution must fulfill all the prescribed conditions related to norms and standards as prescribed by the NCTE for conducting the course or training in teacher education. These norms, inter alia, cover conditions relating to financial resources, accommodation, library, laboratory, other physical infrastructure, qualified staff including teaching and non-teaching personnel, etc.

(2) In the first instance, an institution shall be considered for grant of recognition for the basic unit as prescribed in the norms & standards for the particular teacher education programme.

(3) An institution shall be permitted to apply for enhancement of intake in a teacher education course already approved after completion of three academic sessions of running the course.

(4) An institution shall be permitted to apply for enhancement of intake in Secondary Teacher Education Programme - B.Ed. & B.P.Ed. Programme, if it has accredited itself with the National Assessment and Accreditation Council (NAAC) with a grade of B+ on a nine point scale developed by NAAC.

(5) No institution shall be granted recognition under these regulations unless it is in possession of required land on the date of application. The land free from all encumbrances could be either on ownership basis or on lease for a period of not less than 30 years. In cases where under relevant State/UT laws the maximum permissible lease period is less than 30 years, the State Government/UT Administration law shall prevail.

(6) The institution/society shall furnish an affidavit on Rs. 100 stamp paper duly attested by Oath Commissioner stating the precise location of the land (village, district, state etc.), the total area in possession and the permission of the competent authority to use the land for educational purposes, mode of possession i.e. ownership or lease.

(7) The affidavit shall be relied upon by the Regional Committee as an authentic self-declaration. The copy of the affidavit shall be displayed by the institution on its official website so as to make the self-declaration available in public domain. In case the contents of the affidavit are found to be incorrect or false, the society/trust or the institution concerned shall be liable for action under the relevant provisions of Indian Penal Code and other relevant laws. In case of Government institutions the said affidavit shall be furnished by the Principal or the Head of the Institution or any other higher authority.

(8) At the time of inspection, the building of the institution shall be complete in the form of a permanent structure on the land possessed by the institution in terms of Regulation 8(5), equipped with all necessary amenities and fulfilling all such requirements as prescribed in the norms and standards.

(9) In case of change of premises, prior approval of the Regional Committee concerned shall be necessary, which could be accorded after due inspection of the institution at the new site. The change can be permitted to a site which, if applied initially, could have qualified for establishment of an institution as per prescribed norms of NCTE. The change should be displayed on website thereafter. The application for change of premises shall be accompanied by a demand draft of Rs. 40,000/- of a Nationalized Bank drawn in favour of the Member Secretary, NCTE and payable at the city where the Regional Committee is located.

(10) An institution shall make admission only after it obtains unconditional letter of recognition from the Regional Committee concerned, and affiliation from the examining body.

(11) Whenever there are changes in the norms and standards for the course or training in teacher education, the institution shall comply with the requirements laid down in the revised norms and standards immediately but not later than the date of commencement of the next academic session, subject to conditions prescribed in the revised norms.

(12) An institution shall have copies of all relevant Acts, Rules and Regulations of NCTE, Central and State/ UT Govts., affiliating/ examining bodies, and other Central/ State/ UT authorities, relevant to the running of an educational institution, currently in force. The institution shall make all the information/ documents available to the NCTE or its authorised representatives as and when demanded by them. Failure to produce/ show any of these documents, shall be treated as a breach of condition for recognition.

(13) The institution shall maintain records/ registers and other documents etc., which are essential for running an educational institution especially those prescribed in the relevant norms and standards and guidelines/ instructions/ rules etc. of the Central/ State/ UT Govts, affiliating/ examining bodies.

(14) The institution shall adhere to the mandatory disclosure in the prescribed format and display up-to-date information on its official website.

 

 

  1. Financial Management:

 

 

(1) In the case of self financed institutions including Government/ Government aided institutions running a course on self-financing basis, there shall be an endowment fund of Rs. 5.00 lakh per course per unit and a reserve fund of Rs. 3.00 lakh per course per unit of approved intake, in the form of a Fixed Deposit of a duration of and above 5 years of a nationalized bank. The endowment fund shall be operated jointly by the authorized representative of the management and an officer of the Regional Committee concerned.

(2) The payment of salary to the staff should be through cheques only.

(3) Following statements of Accounts, duly certified by a Chartered Accountant, shall be maintained and displayed on its official website by every institution every financial year by 30 th September of the year:

 

(i) Balance Sheet as on the last date of the financial year.

(ii) Profit and Loss Account for the financial year.

(iii) Receipt and Payment Account for the financial year.

 

  1. Power to Relax

 

On the recommendations of State Government/ UT Administration concerned and only for removal of any hardship caused in adhering to the provisions in these regulations, in circumstances peculiar to the said State/U.T., it shall be competent for the Chairperson, National Council for Teacher Education, for reasons to be recorded in writing, to relax any of the provisions of these regulations in respect of any class or category of institutions in the concerned state/U.T., to such extent and subject to such conditions, as may be specified in the order allowing relaxation.

 

11.Repeal of Regulations

 

 

(1) The following regulations stand repealed with effect from the date the above new regulations come into force :-

Norms and Standards for Pre-School Teacher Education Programme

 

 

  1. Preamble

 

This programme is meant for the preparation of Pre-school teachers for teaching children in the age group of 4-6 years.This will enable creation of cadre of teachers for pre-school education of children. As pre-school education has not yet been integrated with the primary school education and it is being run generally as private initiative, it needs to be recognised as different from nursery teacher training which is for children for age group 4-8 years.

 

  1. Duration and Intake

 

(a)The programme shall be of a duration of one academic year.

 

(b)There shall be a unit of 50 students to ensure optimum utilisation of physical and instructional infrastructure and expertise of the teaching staff.

 

  1. Eligibility

 

(a)Secondary Examination (Class X) or its equivalent.

 

(b)Admission shall be made either on the basis of marks obtained in the qualifying examination or in the entrance examination conducted by the state government as per the policy of the state government.

 

(c)There shall be reservation of seats for SC/ST/OBC/Handicapped/Women etc., as per the policy of the concerned state government.

 

  1. Curriculum Transaction and Requirement of Teaching Staff :

 

(a)There shall be at least 150 teaching days exclusive of period of admission, examination etc.Every student teacher shall be required to undergo internship in school experiences at least for 30 days in nearby pre-schools.To ensure optimal interaction of teacher-trainees with the kids, the programme may also be conducted by an institution having nursery school teaching.

 

(b)Curricular transaction should emphasise approaches and methods, like, role playing, games, quiz, material preparation, project work, bal mela etc., by which prospective teachers can be trained to create joyful environment so that children of the age group of 4-6 years may have attraction towards school education.

 

(c)For a unit of 50 students, the faculty shall comprise of the Principal/Head, two full time teachers and two part time teachers.For intake of students in excess of the prescribed unit, the number of teachers shall be increased proportionately.

 

(d)For co-curricular activities like physical education, art, work experience, music, etc.part time instructors may be appointed.

  1. a)Adequate number of classrooms and activity room for approved intake of students, rooms for the Principal and faculty members and office for the administrative staff and a store should be available in the institution.The size of instructional space shall not be less than 10 sq. ft. per student.

 

  1. b)There shall be appropriate space for outdoor and indoor games.

 

  1. c)To provide these facilities, the Management / Institutions shall, at the time of making application, have in its possession adequate land / land and building on ownership basis free from all encumbrances. land acquired on long-term lease as per the law of the concerned State / UT will also be considered valid for the purpose.Pending construction of permanent building in the above land, the institution may provide these facilities in suitable temporary premises up to a maximum period of 3 years, before expiry of which the institution should shift to its permanent building.

This programme is meant for preparation of nursery teachers for teaching in pre school stage for children in the age group of 4-6 years followed by the first two years of the formal school i.e of children in the age group of 6-8 years.This will enable creation of a cadre of teachers trained to teach children in nursery schools having facility for pre-school education integrated with teaching of classes 1 and 2 of the primary stage.

 

  1. Duration and Intake

 

(a)The programme shall be of a duration of two academic years.

(b)There shall be a unit of 50 students to ensure optimum utilisation of physical and instructional infrastructure and expertise of the teaching staff.

(a)Candidates with 45% marks in the Senior Secondary Examination ( Class XII or its equivalent) are eligible for admission

b)For effective curriculum transaction and for ensuring optimum utilisation of physical and instructional infrastructure and expertise of the teaching staff, there shall be be a unit of 50 students for intake each year.

3.Eligibility

a)Candidates with at least 45% marks in the senior secondary examination (+2), or its equivalent, are eligible for admission.

b)Admission should be made either on the basis of marks obtained in the qualifying examination or in the entrance examination conducted by the State Government, as per the policy of the State Government.

c)There shall be reservation of seats for SC/ST/OBC, Handicapped, Women, etc. as per the rules of the concerned State Government.

4.Curriculum Transaction and Requirement of Teaching Staff

a)There shall be at least 150 teaching days in a year exclusive of period of admission, examination, etc. Besides, every teacher trainee shall be required to undergo internship in teaching (including practice teaching/skill development) at least for 30 days in nearby elementary schools.

b)Apart from teaching of foundation subjects, there shall be provision for teaching of methods subjects relating to primary and upper primary curriculum, namely, Regional Language/Mother Tongue, English, Mathematics, Science and Social Studies.

c)For a unit of 50 students or less (with combined strength of 100 or less for the two-year course), the full-time teaching faculty shall comprise the Principal/Head and at least five Lecturers. For intake of students in excess of the prescribed unit, the number of full time teachers shall be increased proportionately.

d)Appointment of teachers should be so distributed as to ensure the required nature and level of expertise for teaching methodology courses and foundation courses.

e)For teaching subjects such as physical education, art, work exprience, music, information technology literacy, etc., part-time instructors may be appointed.

5.Qualifications of Teaching Staff

a)Principal/Head

iAcademic and professional qualification will be as prescribed for the post of Lecturer.

iiAt least five years experience of teaching in elementary teacher education institutions.

b)Lecturer

i)Good academic record with M.Ed./M.A. (Education) with 55% marks, preferably with specialisation in elementary education.

or

ii)Good Academic record with Masters Degree with 55% marks in the relevant school subject and Bachelor of Elementary Education (B.EI.Ed.), or B.Ed. preferably with specialisation in elementary education, and with five years teaching experience in recognised elementary schools.

iii)A relaxation of 5% may be provided, from 55% to 50% of the marks, at the Masters level for SC/ST Category.

iv)Qualifications for other academic staff for teaching physical education, art, work experience, information technology literacy, etc. shall be as prescribed by the concerned State Govrnment.

6.Administrative Staff

The administrative and other support staff may be provided as per the norms prescribed by the concerned State Government.

7.Infrastructural Facilities

a)There shall be provision for adequate number of classrooms, hall, laboratory space for conducting instructional activities for approved intake of students, rooms for the principal and faculty members, and office for the administrative staff and a store. The size of instructional space shall not be less than 10 sq.ft. per student.

b)There shall be a library equipped with text and reference books relating to prescribed courses of study, educational encylopaedia, year books, electronic publications (CD-ROMs) and journals on teacher education and other software relevant to the elementary stage.

c)There shall be games facilities with playground. Alternatively, the playground available with the attached school or local body may be utilized and where there is scarcity of space as in metropolitan towns/hilly regions, facilities for yoga, indoor games may be provided.

  1. d)Toprovide these facilities, the Management/Institutions shall, at the time of making application, have in its possession adequate land/land and building on ownership basis free from all encumbrances. Govt. land acquired on long-term lease as per the law of the concerned State/UT will also be considered valid for the purpose.Pending construction of permanent building in the above land, the institution may provide these facilities in suitable temporary premises up to a maximum period of 3 years, before expiry of which the institution should shift to its permanent building.

 

8.Instructional Facilities

a)There shall be a multi-purpose educational laboratory with psychology and science sections and a workshop attached to it.

i.The science section shall have the apparatus and chemicals required to demonstrate all the experiments as per the syllabus of elementary schools.

ii.The psychology section shall have facilities for conducting the following tests : Sensory-motor, Intelligence (Performance, Verbal and Non-verbal), Aptitude, Personality and Interest inventories including Projective Tests : provision for conducting simple Piagetian and Brunnerian experiments.

b)There shall be hardware and software facilities for language learning.

c)There shall be an Educational Technology laboratory with hardware and software required for imparting Information Technology (IT) literacy.

9.Terms and Conditions of Service of Staff

a)The appointments shall be made on the basis of recommendations of the Selection Committee constituted as per the policy of the Central/concerned State Government.

b)All appointments are to be made on full-time and regular basis.

c)Government institutions/Government-aided institutions may make appointments on deputation or contract basis as an interim measure, in the absence of availability of suitable candidates recommended by appropriate bodies set up by the concerned government.

d)Appointment of part-time instructors and other staff can be made as per the norms of the concerned Government.

e)The academic and other staff of the institution (including part-time staff) shall be paid such salary as may be prescribed by the concerned State Government from time to time.

f)The management of the institution shall discharge the statutory obligations relating to pension, gratuity, provident fund, etc.

g)The age of superannuation of staff shall be determined by the policy of the concerned Government subject to maximum age not exceeding 65 years.

  1. Financial Management

a)The tuition fees and other fees shall be charged at rates as prescribed by the concerned State Government.

b)In case of unaided institutions, there shall be an endowment fund of Rs. 5.00 lakh to be operated jointly by the authorised representative of the management and an officer of the concerned Regional Committee, and a reserve fund equivalent to three months salary of the staff.

  1. Relaxation in eligibility/duration of the course

As in some States, the duration of the elementary teacher education course is one year only and the eligibility for admission to such course is a pass in class ten, such States are given time up to the end of academic session 2004-05 to switch over their programmes for bringing them in conformity with the NCTE Norms and Standards. Meanwhile, recognition for reduced duration of the course which shall not be less than one year and/or lower eligibility criteria, which shall not not be less than a pass in class ten with at least 50% marks in aggregate, may be given subject to the condition that the certificate given by the State authorities in respect of such a course will be valid for employment within that State only and such courses including their duration and admission criteria are those that have been in existence in that State on the date when the NCTE Act, 1993 came into force.

Norms and Standards for Bachelor of Elementary Education (B.EI.Ed.)

Preface

The National Council for Teacher Education has now been vested with statutory authority to take all such steps as it may think fit for ensuring planned and coordinated development of teacher education and for the determination and maintenance of standards of teacher education including preparation for pre-primary, primary, secondary and senior secondary stages of school education. The formulation of norms and standards for teacher education institutions preparing teachers and teacher educators for different levels of school education is essential for a variety of reasons. Norms will help existing institutions offering teacher education programmes, to compare the provisions in their institutions with norms of the NCTE and take necessary action to correct deficiencies, if any. Norms will also help in proper planning of new institutions, programmes and courses of teacher education.

Here, the norms and standards specify the Conditions required for recognition, permission, and additional intake of seats.

This document specifies norms and standards approved by the NCTE for Bachelor of Elementary Education (B.EI.Ed.) Programme by the institutions offering four- year full-time integrated face to face instruction.

It is expected that this document will be used by planners and administrators of teacher education, and by government, autonomous and private managements of teacher education in planning, organizing and recognizing programmes of Bachelor of Elementary Teacher Education (B.EI.Ed.) Programme. The NCTE will be using these norms for professional recognition of institutions organising Bachelor of Elementary Teacher Education (B.EI.Ed.) Programmes. These norms will also be used for advising government, autonomous and private managements for taking suitable action for improving existing programmes and institutions.

1.Duration of the Course

(a)The integrated Elementary Teacher Education Degree Programme, henceforth, called the Bachelor of Elementary Education (B.EI.Ed.), shall be of a minimum duration of four academic years, including an Internship of a minimum of 16 working weeks in the fourth/final year of study.

(b)Candidates admitted in this Programme shall complete the final year examination within 6 years from the year of admission.

2.Admission Criteria

(a)Candidates seeking admission to the four-year degree programme in Elementary Teacher Education shall have to qualify in the prescribed Centralised Entrance Test (CET), especially designed to assess the candidates potential.

Reservation of seats may be provided in accordance with the constitutional/ legislative provisions.

(b)Qualification for admission

(i)The minimum qualification for admission to the B.EI.Ed. shall be a pass in the 10+2 Senior Secondary Examination or any other examination recognised as equivalent thereto with a minimum aggregate of 50% marks.

(ii)Candidate seeking admission to this programme must have completed the age of 17 years on or before the commencement of admission as per University Calendar.

3.Intake and Migration

(a)The intake of candidates in one unit shall not exceed 35 in a class.

(b)The institutions may permit migration of students from one institution to another only once at the end of 1st year subject to the number of students not exceeding the permitted maximum intake with prior permission of the NCTE.

4.Course and Periods of Study

The institutions seeking recognition shall impart instructions in courses of Elementary Teacher Education. As an integral part of the teaching programme, each institution shall arrange for field tours and visits to centres of innovative activity in elementary school education. The institutions imparting instructions shall follow the Scheme of courses given below:

(a)Scheme of Courses for the Bachelor of Elementary Education (B.EI.Ed.)

The B.EI.Ed. programme should be designed to integrate the study of subject knowledge, human development, pedagogy and communication skills. The programme should offer both compulsory and optional theory courses; compulsory practicum courses and a compulsory comprehensive schoolinternship experience. 5.The Conduct of the B.EI.Ed. Programme

The institutions will have to meet the following specific demands of a professional programme of study :

(a)Integrate the B.EI.Ed. students with other institutions academic as well as co-curricular, and for the use of all basic facilities such as computers, playground, library, auditorium, etc.

(b)Promote inter-disciplinary academic activities between various departments within the institutions

(c)Initiate discourse on education by organizing seminars, lectures and discussion groups for students and faculty.

(d)Professional assistance must be sought from within and outside the University/Institutions conducting specific of the programme (eg : theatre, craft, self- development workshops).

(e)The institution must initiate and sustain interaction with a cluster of at least six elementary schools. These schools shall form basic contact point for all practicum activities and related work throughout the programme of study.

(f)The institution must initiate placement services for the graduates in schools.

6.Examination, Standards and Qualification of Examiners

The following shall be integrated into the appropriate Ordinances of the University/Institution concerned which will make provisions through its Statutory Bodies for review as and when appropriate and in consultation with the NCTE.

(a)The University shall conduct the examination at the end of each year.

(b)Practicum courses may be assessed internally.

(c)A Moderation Board constituted by the concerned University/Institution shall monitor issues of quality and parity between Institutions for all Practicum Courses and the Internship Programme.

(d)The weightage of internal assessment for all theory courses may be 30% and for all practicum courses 100%.

(e)The minimum marks required to pass the examination may be 40% in each written paper, 45% in the internal assessment, 50% in Practicum and 50% in the aggregate for each year.

(f)Only those candidates who have passed in the internal assessment shall be permitted to appear in the examination.

(g)Any candidate who has obtained not less than 50% in aggregate but has failed in one subject only, obtaining not less than 25% in that subject may be provisionally allowed to proceed to the next year on the condition that she/he will appear for a compartment examination to be held on payment of fees as per University rules. If the candidate fails to pass or fails to present herself/himself at the compartment examination she/he will be reverted to the previous year.

(h)An examiner for any of the subjects of examination shall have a minimum of 3 years teaching/professional experience in his/her field of study,

8.Other Facilities

The institutions shall provide facilities as follows:

Physical Facilities

The physical facilities to be provided in an institution offering the B.EI.Ed. can beclassified under (i) Academic area, (ii) Administrative area, and (iii) Amenities area.

-Academic area will consist of Class Rooms, Curriculum Laboratory, Resource Laboratory, Conference Room, Workshop, Auditorium, Computer Room and Library.

-Administrative area will include Principals Room, Faculty Rooms, Central Office, Conference Room, Record Room, Computer Room and Reception Lounge.

-Amenities area will comprise Students Common Room, Staff Room, Hall, Sports/Recreation Centres, Canteen, Cooperative Stores, Dispensary and Security Services.

9.Norms for Space

Where teacher education is provided through a Department/College as an integral part of a University/Institution having several Faculties and Departments of Studies, all Central facilities/amenities are to be shared between the Department of Elementary Education and other Departments. In the case of laboratories and workshops, necessary additional provisions need be made so that the B.EI.Ed. students can make use of them. Apart from the Central Library of the University/College, a Departmental Library may also be developed to cater to the special needs of the B.EI.Ed. students. The Resource Laboratory should be equipped with adequate reading material alongwith other equipment needed for Pedagogy-based practicum and other School Contact Programmes. Amenities such as Auditorium, Hall, Conference Rooms, etc. could be shared with other departments.

  1. Specific Insfrastructural Facilities for Students of B.EI.Ed.

(a) Curriculum Laboratory:One

The curriculum laboratory shall be the lab. area for conducting hands-on experience activity. The laboratory would serve this purpose for first year courses such as craft, core mathematics, core science and partly for core social science and for third year courses in logico-mathematics education, pedagogy of environmental studies and practicum on material development.

The lab. would contain science and mathematics related material such as apparatus, chemicals, kits, maps, globes, instruments and tools like hammer, pliers, scissors and wires. There should be work tables for small group activities. The furniture should be movable to allow for work area on the floor as well. The lab should also have provision for use of an overhead projector, notice boards and blackboard for holding classes.

(b) Resources Laboratory:One

The resources lab. shall serve the purpose of a laboratory-cum-departmental library. It should have a store and access to books, curriculum materials, childrens literature, textbooks, reports and documents. These materials are essentially for use for the B.EI.Ed. courses of study. Materials should be available in sufficient numbers for use by students in schools as well. The Resource Laboratory may also have computer facility for use by the faculty and students. The laboratory should have sufficient space for student meetings, classes and group discussions and reading as well.

(c) Workshop Space:Two

The institution should provide separate space for conducting specific practicum activities such as theatre workshops, self-development workshops and physical education workshops. Such space should allow for free physical movement for a batch of 35-40 students.

11.Fee Structure and Scholarship

Essential

The fee structure should be as decided by the State Govt./University from time to time. In any case, the total fees and other charges collected from students should not exceed the per pupil recurring expenditure of the institution.

Desirable

Adequate free studentships may be provided for meritorious poor students. Provision for some scholarships on the basis of merit may also be made.

Nature of Employment of Staff

All staff should be appointed on full time and regular basis. Properly constituted Selection Committee will select the candidates for all positions. The salary structure of teaching staff should be as per UGC/Govt. Norms.

Norms and Standards for Secondary Teacher Education Programme (B.Ed.)

  1. Preamble

The secondary teacher education programme, commonly known as B.Ed., is meant for preparing teachers for secondary/senior secondary schools.

  1. Duration and Intake
  2. a) The B.Ed. programme shall be of a duration of at least one academic year.
  3. b) There shall be a unit of 100 students for ensuring optimum utilisation of physical and instructional infrastructure and expertise of the teaching staff. Division into appropriate batches may be done at the institutional level for effective curriculum transaction.
  4. Eligibility
  5. a) Candidates with at least 45% marks in the Bachelors/Masters Degree with at least two school subjects at the graduation level are eligible for admission.
  6. b) Admission should be made either on the basis of marks obtained in the qualifying examination or in the entrance examination conducted by the University/State Government, as per the policy of the State Government/University, to which the institution is affiliated.

  3. b) Apart from teaching of foundation courses, there shall be provision for methodology of teaching two out of five school subjects at the secondary level (Regional Language/Mother Tongue, English, Mathematics, Science, Social Sciences), or discipline-specific subjects at the senior secondary level (Physics, Chemistry, Mathematics, Biology, History, Geography, Political Science, Economics, Commerce etc.)
  4. c) For an intake of 100 students or less, the teaching faculty shall comprise of Principal/Head and at least seven lecturers. For intake of students in excess of the prescribed limit, the number of full time teachers shall be increased proportionately.
  5. d) Appointment of teachers shall be so distributed as to ensure the required nature and level of expertise for teaching methodology courses and foundation courses.
  6. e) For teaching subjects such as physical education, art, work experience, information technology literacy, etc., part-time instructors may be appointed.
  7. Qualifications of Teaching Staff
  8. a)Principal/Head
  9. i) Academic and professional qualification will be as prescribed for the post of Lecturer.
  10. ii) Ten years experience of which atleast five years should be in a secondary teacher education institution.

Good academic record with M.Ed./M.A. (Education) with 55% marks.

Good academic record with Masters Degree with 55% marks in the relevant school subject and M.Ed./M.A. (Education) with 50% marks

OR

Good academic record with Masters Degree with 55% marks in the relevant school subject and a B.Ed. Degree with 55% marks, with five years teaching experience in a recognised secondary/senior secondary school. (This alternative qualification shall be applicable only in those States where prior to the establishment of the NCTE, the qualification for appointment of teachers in B.Ed. institutions was a Post-graduate Degree in a school subject with B.Ed. However, teachers appointed with this qualification will have to acquire M.Ed. qualification within five years).

  1. c) A relaxation of 5% may be provided from 55% to 50% of the marks, at the Mas ters level for the SC/ST Category.

d)Apart from the qualifications prescribed at (a) and (b) above, the candidates shall be required to have such other qualifications as may be prescribed by other regulatory bodies like the University Grants Commission (UGC), etc.

  1. e) Qualifications for other academic staff for teaching physical education, art, work experience, information technology literacy, etc. shall be as prescribed by the concerned affiliating University/UGC.
  2. Administrative Staff

The administrative and other support staff may be provided as per the norms prescribed by the concerned State Government/Affiliating University.

  1. Infrastructural Facilities
  2. a) There shall be provision for adequate number of classrooms, hall, laboratory space for conducting instructional activities for approved intake of 100 students, separate rooms for the principal, faculty members, office for the administrative staff and a store. The size of instructional spaces shall not be less than 10 sq. ft. per student
  3. b) There shall be a library equipped with text and reference books related to the prescribed courses of study, educational Encyclopedia, year books, electronic publications (CD-ROMs) and journals on teacher education.
  4. c) There shall be games facilities with a playground. Alternatively, the playground available with the attached school/college may be utilised and where there is scarcity of space as in metropolitan towns/hilly regions, facilities for yoga, indoor games may be provided.
  5. d) To provide these facilities, the Management / Institutions shall, at the time of making application, have in its possession adequate land / land and building on ownership basis free from all encumbrances. Govt. land acquired on long-term lease as per the law of the concerned State / UT will also be considered valid for the purpose. Pending construction of permanent building in the above land, the institution may provide these facilities in suitable temporary premises up to a maximum period of 3 years, before expiry of which the institution should shift to its permanent building.

 

.Instructional Facilities

  1. a) There shall be a science laboratory or alternatively, science laboratory of the attached school/college may be used. The laboratory shall have multiple sets of science apparatus required to perform and demonstrate the experiments prescribed in the syllabus for secondary/senior secondary classes. Chemicals, etc. should be provided in the required quantity.
  2. b) There shall be a Psychology Laboratory with apparatus for simple experiments related to educational psychology intelligence tests (performance, verbal, non-verbal) aptitude tests, creativity tests, personality test, attitude test, interest inventories, etc.
  3. c) There shall be hardware and software facilities for language learning.
  4. d) There shall be an educational technology laboratory with hardware and software required for Information Technology (IT) literacy.

  6. a) The appointment shall be made on the basis of recommendations of the Selection Committee constituted as per the policy of the Central / concerned State Government / Affiliating University, whichever is applicable.

e)The academic and other staff of the institutions (including part-time staff) shall be paid such salary as may be prescribed by the concerned State Government/University from time to time.

f)The management of the institution shall discharge the statutory obligations relating to pension, gratuity, provident fund, etc. for its employees.

g)The age of superannuation of staff shall be determined by the policy of the concerned Government/Affiliating University subject to maximum age not exceeding 65 years.

  2. a) The Master of Education (M.Ed.) programme, which may be general or specialised, is meant for candidates desirous of pursuing post-graduate programme in teacher education, on full-time basis, and for preparing a professional cadre of teacher educators.
  3. b) Only University Departments or institutions running B.Ed. programme are eligible to offer M.Ed. course.
  4. Duration and Intake
  5. a) The M.Ed. programme shall be of a duration of one academic year, after B.Ed.
  6. b) The intake of students shall not exceed 40.
  7. Eligibility
  8. a) Candidates who have obtained at least 55% in the B.Ed. Degree , are eligible for admission.
  9. b) Admission shall be made either on the basis of marks obtained in the qualifying examination or in the entrance examination conducted by the University/State Government, as per the policy of the State Government/University, to which the institution is affiliated.
  10. c) There shall be reservation of seats for SC/ST/OBC, Handicapped, Women, etc. as per the rules of the State/Central Government as the case may be.
  11. Curriculum Transaction and Requirement of Teaching Staff
  12. a) There shall be at least 180 teaching days exclusive of period of admission and examination, etc. for instruction, field work for dissertation and internship in a school.

ii) Not more than 7 students shall be attached with a teacher for supervision of field-based dissertation work.

  1. d) Each M.Ed. student will be associated with the supervisors of the internship programme of B.Ed. students, for acquiring experience of organising and supervising internship-in-teaching programme.
  2. e) For an intake of 25 students or less, teaching faculty shall comprise of a Head in the rank of Professor/or Reader, and 3 Readers/Lecturers. One additional lecturer shall be appointed for every additional intake of five students or part thereof.

Psychological testing material should include intelligence tests (verbal, non-verbal and performance), personality tests and aptitude tests. Attitude tests, interest inventories, etc. shall also be stocked in adequate quantity.

  6. b) The intake of student shall not exceed 40.
  7. Eligibility

Teachers and educational administrators in service, with at least two years of teaching/administrative experience, and having at least 55% marks in B.Ed. Degree , are eligible for admission.

  1. Curriculum Transaction and Requirement of Teaching Staff
  2. a) The M.Ed. (Part Time) programme shall be identical to M.Ed. programme in all academic requirements except that its duration shall be two academic years.
  3. b) In addition to the faculty for M.Ed. course, additional teachers for M.Ed. (Part Time) course shall be appointed to ensure that not more than 7 students are attached with a teacher for supervision of field-based dissertation work.
  4. c) Total duration of curriculum transaction shall be the same as required for M.Ed. course except that the same shall be spread over two academic years.

d)For field visit for dissertation work and for acquiring first-hand experience of organising and supervising internship-in-teaching programme for students of B.Ed. course, M.Ed. (Part Time) students shall be required to be available on full-time basis.

The Certificate in Physical Education (C.P.Ed.) programme is meant for preparing teachers in physical education for elementary schools (primary and upper primary/middle).

  1. Duration and Intake
  2. a) The C.P.Ed. programme shall be of a duration of two academic years.
  3. b) For effective curriculum transaction and for ensuring optimum utilisation of physical and instructional infrastructure and expertise of the teaching staff, there shall be a unit of 50 students each year.
  4. Eligibility
  5. a) Candidates with at least 45% marks in the senior secondary examination (+2), or its equivalent, are eligible for admission. For those who have participated in State or National level sports events, the minimum percentage of marks in the senior secondary examination (+2) should be at least 40.
  6. b) Admission should be made either on the basis of marks obtained in the qualifying examination or in the entrance examination conducted by the State Government, with due weightage for physical fitness/proficiency, as per the policy of the State Government.
  7. c) There shall be reservation of seats for SC/ST/OBC, Handicapped, Women, etc. as per the rules of the concerned State Government.
  8. Curriculum Transaction and Requirement of Teaching Staff
  9. a) There shall be at least 150 teaching days in a year exclusive of period of admission, examination, etc. Besides, every teacher trainee shall be required to undergo internship-in- teaching (including practice teaching/skill development) at least for 30 days in nearby elementary schools.
  10. b) For a unit of 50 students or less (with combined strength of 100 or less for the two year course), the full time teaching faculty should comprise of the Principal/Head and at least five lecturers. For intake of students in excess of the prescribed unit the number of full time teachers shall be increased immediately.
  11. c) Appointment of teachers shall be so distributed as to ensure the required nature and level of expertise for teaching various courses related to physical education.
  12. d) Part-time coaches for specialisations offered, other than those covered by full-time teachers and a part-time medical officer, shall be appointed.

M.P.Ed./M.P.E. with at least 5 years experience of teaching physical education.

Good academic record with M.P.Ed/M.P.E with 55% marks, preferably with specialisation in physical education for the elementary stage.

  1. c) A relaxation of 5% may be provided from 55% to 50% of the marks, at the Masters level for the SC/ST category.
  2. d) Qualifications for coaches and medical officer shall be such as may be prescribed by the concerned State Government.
  3. Administrative Staff

The administrative and other support staff may be provided as per the norms prescribed by the concerned State Government

  1. Infrastructural Facilities
  2. a) There shall be provision for adequate number of classrooms, and one multi-purpose hall of a size essential for conducting instructional activities for the approved intake of students, room for the Principal, faculty members, office for the administrative staff and a store. The size of instructional space shall not be less than 10 sq.ft. per student.
  3. b) There shall be a multi-purpose playfield for outdoor sports and a 200 mt. track and a hall for gymnastics and indoor sports and games.

Or

Alternatively, in hilly regions and in big cities where availability of open space is a constraint, facilities for such outdoor sports as are feasible and a hall/gymnasium for indoor sports/games, yoga, aerobics, gymnastics etc. shall be provided.

  1. c) There shall be adequate equipment for various indoor and outdoor sports/ games.
  2. d) There shall be a library with adequate number of books, electronic publications (CD-ROMs) and journals on physical education and related subjects, and other software relevant thereto.

  1. Relaxation in eligibility/duration of the course

As in some States the duration of the Certificate Course in Physical Education (C.P.Ed.) is one year only and the eligibility for admission to such course is a pass in class ten, such states are given time up to the end of the academic session 2004-2005 to switch over their programmes for bringing them in conformity with the NCTE Norms and Standards. Meanwhile, recognition for reduced duration of the course which shall not be less than one year and/or lower eligibility criteria, which shall not be less than a pass in class ten with at least 45% marks in aggregate, may be given subject to the condition that the certificate given by the State authorities in respect of such a course will be valid for employment within that States only and such courses including their duration and admission criteria are those that have been in existence in that State on the date when the NCTE Act, 1993 came into force.

  2. a) Graduate in Physical Education, i.e, B.P.E. of three year duration.

Graduate having represented State/University in sports/games/athletics.

Graduate who has secured 1st, 2ndor 3rdposition in inter-collegiate sports/games tournaments/possessing NCC C certificate or passed basic course in adventure sports.

or


Graduate one year training programme in sports science, sports management, sports coaching, yoga, Olympic education, sports journalism, etc.

Norms and Standards for Master of Physical Education Programme (M.P.Ed.)

  1. Preamble
  2. a) The Master of Physical Education (M.P.Ed.) programme is meant for candidates desirous of pursuing post-graduate programme in physical education, and for preparing a professional cadre of physical education teachers at the senior secondary level as well as teacher educators in Colleges of Physical Education and University Departments of Physical Education.
  3. b) Only University Departments or institutions offering B.P.Ed. programme are eligible to offer M.P.Ed. course.
  4. Duration and Intake
  5. a) The M.P.Ed. programme shall be of a duration of two academic years.
    b) The intake of students shall not exceed 30.
  6. Eligibility
  7. a) Candidates with B.P.Ed. with at least 50% marks or B.P.E. (3 years) with at least 50% marks, are eligible for admission.
  8. b) Admission shall be made either on the basis of marks obtained in the qualifying examination or in the entrance examination conducted by the University/State Government, as per the policy of the State Government/University to which the institution is affiliated.
  9. c) There shall be reservation of seats for SC/ST/OBC, Handicapped, Women, etc. as per the rules of the State/ Central Government, as the case may be.
  10. Curriculum Transaction and Requirement of Teaching Staff
  11. a) There shall be at least 180 teaching days in each academic year exclusive of period of admission and examination, etc. for instruction, field work and internship in a school.
  12. b) For an intake of 30 students or less (with combined strength of 60 or less for the 2 year course) the teaching faculty shall comprise of a Head in the rank of Professor/or Reader, and 4 Readers/Lecturers.
  13. c) Each M.P.Ed. student shall be associated with the supervisors of the internship programme of B.P.Ed. students for acquiring experience of organizing and supervising internship-in-teaching programme.
  14. d) Part time coaches for specialisations offered,other than those covered by full-ime teachers and a medical officer,shall be appointed.

  2. e) Apart from the qualifications prescribed at (a), (b) and (c) above, the candidates shall be required to have such other qualifications as may be prescribed by other regulatory bodies like the University Grants Commission (UGC), etc.
  3. f) Qualifications for coaches/medical officer shall be such as may be prescribed by the concerned affiliating university/UGC.
  4. Administrative Staff

The administrative and other support staff may be provided as per the norms prescribed by the concerned State Government/affiliating university.

  1. Infrastructural Facilities
  2. a) There shall be adequate number of classrooms and one multi-purpose hall of a size essential for conducting instructional activities for 30 students, room for the Principal, faculty members, and office-cum-store for the administrative staff. Size of instructional space shall not be less than 10 sq.ft. per student.
  3. b) There shall be a library equipped with adequate number of text and reference books related to the prescribed courses of study, educational encyclopaedia, year books, electronic publications (CD-ROMs) and journals on physical education and related subjects, and other software relevant thereto.
  4. c) There shall be a multi purpose hall/gymnasium for indoor sports and facilities for outdoor sports.
  5. d) There shall be adequate equipment for various indoor and outdoor sports and games.
  6. Instructional Facilities
  7. a) There shall be a Health Education, Physiotherapy and Sports Medicine laboratory with the following equipments:

  3. a) The appointment shall be made on the basis of recommendations of the Selection Committee constituted as per the policy of the Central/concerned State Government/Affiliating University, whichever is applicable.
  4. b) All appointments are to be made on full-time and regular basis.
  5. c) Government institution/Government-aided institutions, may make appointments on deputation or contract basis as an interim measure, in the absence of availability of suitable candidates recommended by appropriate bodies set up by the concerned government.
  6. d) Appointment of part-time instructors and other staff can be made as per the norms of the concerned Government.
  7. e) The academic and other staff of the institution (including part-time staff) shall be paid such salary as may be prescribed by the concerned State Government/University from time to time.
  8. f) The management of the institution shall discharge the statutory obligations relating to pension, gratuity, provident fund, etc.
  9. g) The age of superannuation of staff shall be determined by the policy of the concerned Government subject to maximum age not exceeding 65 years.
  10. Financial Management

  1. Course Title Bachelor of Education (B.Ed.)

 

  1. Institutions offering the course

 

The course will be offered only by the Open Universities or Directorates of Distance / Correspondence Education of the Universities.

 

  1. Jurisdiction

 

Each University will admit only those candidates who are working in schools located in the territorial jurisdiction assigned to it by The University Act.

 

  1. Duration andintake

 

(i)24 monthsexcluding time taken for admission.

 

(ii)Number of Seats The basic unit of B.Ed. through distance mode shall comprise 500 seats.However, a university may have additional seats in multiples of 100 subject to the maximum intake restricted to 1000 seats provided it makes available additional faculty and other instructional facilities as per norms.

 

Provided that the above ceiling in intake capacity may be relaxed on merit by the council for universities having juridication over more than one state.

 

  1. Eligibility and Admission Criteria

 

Teachersserving in a recognised school with a Bachelors degree and having at least 2 years experience are eligible for admission to the course.

 

The university shall develop a suitable procedure for the selection of candidates.

 

There shall be reservation of seats for SC/ST/OBC, handicapped, women etc. as per the rules of the concerned government.

  1. Course Development and Delivery

The learning material for the B.Ed. course shall consist of print, non-print (multi media, audio-video/electronic) self-learning materials.Information and communication technology should be extensively used as a mode of delivery to improve interactivity. The university shall create a two/three tier mechanism for curriculum transaction.

 

The nodal tier will be at the headquarters of the university and the second/third tiers will be Regional Centres/Study Centres.

 

  1. Facilities in the Headquarters

 

(a)Faculty at the Headquarters

 

(i)For an intake of 500 students or less the minimum core faculty for the course at the Headquarters will comprise one Professor, one Reader and four Lecturers.

(ii)For every additional intake of 100 students or part thereof there shall be one additional full time faculty member or two part time faculty members.

(iii)Appointment of teachers shall be so distributed as to ensure the required nature and level of expertise for all teaching methodology courses and foundation courses.

(iv)A university offering both B.Ed. (500 seats) and M.Ed. (150 seats) shall have the core faculty strength of one Professor, two Readers and six Lecturers.

(v)Administrative & other non-teaching staff essential for smooth running of the course shall be provided at the Headquarters.

 

(b)Qualifications of Teaching Staff

  1. i)Academic and professional qualification will be as prescribed for the post of lecturer.

 

  1. ii) D. or equivalent published research work.

Notes :

 

(i)A relaxation of 5% may be provided from 55% to 50% of the marks, at the Masters level for the SC/CT Category.

 

(ii)Apart from the qualifications prescribed above, the candidates shall be required to have such other qualifications as may be prescribed by other regulatory bodies like the UGC, DEC etc.

  1. c)The principal or a senior member of the institution shall be appointed as the Coordinator.One faculty member of the institution shall be appointed as the Assistant Co-ordinator.Supporting staff required for smooth running of the programme will be provided in the Study Centre.The remuneration to be paid to the Co-ordinator/Assistant Co-ordinator and the supporting staff will be fixed by the University.

 

  1. Academic Inputs

 

  1. a)Materials

 

Self-learning print and non-print courseware designed and developed as per DEC norms will be made available to thestudents.

 

  1. b)Contact Programmes

 

A minimum of 300 contact hours including two compulsory contact programmes (workshops) each of 2 weeks duration evenly spread throughout the course shall be arranged in the Study Centre for each student.The contact programmes will be conducted by teacher educators from the university/training colleges.

 

The maximum number of students in a contact class shall be fifty.

 

  1. c)Teaching Practice

 

Each student shall teach at least 40 lessons (20 in each subject) in a upper primary(middle)/secondary/senior secondary school, out of which at least 10 lessons (5 in each subject) shall be supervised by the teacher educators and 20 lessons (10 in each subject) by the mentors.

  1. d)Evaluation

 

Formative and summative evaluation will be conducted in all curricular and co-curricular areas of the course.It will be ensured that regular feedback based on evaluation of assignment, practicals, and other assessments is given to each student.

 

  1. e)Student Support Services

 

*Use of library of the institution will be made available to the students of the course.

 

*Facilities for accessing non-print learning materials such as internet/television/VCR/OHP etc. will be made available at the Study Centres.

 

*Mentoring support to the students shall be provided at the Study Centres.

 

  1. f)Monitoring and supervision

 

In order to ensure smooth transaction of learning activities and proper functioning of Study Centres regular monitoring will be conducted by the core faculty at the Headquarters.

The aim of the M.Ed. programme through Open and Distance learning system is to provide an opportunity, preferably to servingteachers/teacher educators and educational administrators, to pursue M.Ed. course for professional development.

 

  1. Course Title

 

Master of Education (M.Ed.)

 

  1. Institutions Offering the Course

 

The course will be offered only by the Open Universities or Directorates of Distance/Correspondence Education of the universities.

 

  1. Jurisdiction

 

Jurisdiction for the course shall be determined as per the provisions contained in the University Act.Considering the non-availability of qualified teacher educators in the North-Eastern States and Sikkim the universities in this region intending to offer M.Ed. (Distance Education Mode) course may enroll students from all the North Eastern States and Sikkim.

 

  1. Duration and Intake

 

  1. i)24 months excluding time taken for admission.

ii)Number of Seats: The basic unit for conducting M.Ed. (Distance Education Mode) shall be 150 seats without any provision for additional intake.

Other faculty members of the University/College education departments / Training institutions having the following qualifications shall be associated for supervision of field based dissertation work in the ratio of 1:10 students:-.

 

Ph.D. in Education/ M.Phil in Education or M.Ed. / M.A. Education with atleast 5 years of teaching experience.
