National Council for Teacher Education (NCTE) (A Statutory Body of the Government of India) Southern Regional Committee G-7, Sector-10, Dwarka, New Delhi - 110075 | (TO BE PUBLISHED IN GAZETTEE OF INDIA) PART-III, SECTION-4 (EXTRAORDINARY) File No. NCTE/2025/SRC/PAR/ORDER/SRCAPP - 839/ Dated: 01/06/2025 WITHDRAWAL ORDER WHEREAS, the recognition/permission was granted by the Southern Regional Committee of National Council for Teacher Education (“NCTE”) under Section 14/15 of NCTE Act, 1993 to (Gv & Vb Teacher Education, Institution , 5Th Ward, 1St Block Prakasam 523002, Ongole , Andhra Pradesh) for the following Teacher Education Programme:- Sl. No. | Name of the Programme | Approved annual intake | Recognition/ Permission order No. | Date of recognition/permission order | #. | D.El.Ed | 50 | F.No.SRC/NCTE/SRCAPP839/DEl.Ed-Al/AP015/78576 | 08.12.2015 | AND WHEREAS, Section 12(k) of the NCTE Act, 1993, empowers the NCTE to evolve suitable Performance Appraisal system, norms and mechanisms for enforcing accountability on recognised institutions. In light of this provision, the matter of Performance Appraisal Report (“PAR”) was considered by the NCTE in its 61st General Body Meeting held on 05.08.2024. The NCTE considered and deliberated the issue and decided as below: -
- The NCTE approved online Performance Appraisal Report (PAR) module which were to be filled by the recognised institutions.
- The NCTE approved replica of the online PAR module.
- The NCTE approved General Instructions for filling the PAR.
- The NCTE approved that the Public Notice for recognised institutions to submit the PAR for the academic session(s) 2021-22 & 2022-23.
- The NCTE approved, the format of certificate to be obtained from the affiliating body by the institution concerned that the institution is affiliated to it and is following all the norms and standards of NCTE for course recognised by the NCTE.
- The NCTE also authorized the Chairperson of NCTE to decide the timeline for submission of PAR by the recognised Teacher Education Institutions and for any further alteration and deletion on the online PAR module as per requirement for the aforesaid and subsequent academic session(s).
AND WHEREAS, in compliance of the above decision taken by the General Body of the Council (NCTE), Public Notice dated 09.09.2024 was issued by the NCTE with the direction to all recognised Teacher Education Institutions to submit PAR for the academic session(s) 2021-22 & 2022-223 through online mode on NCTE Portal. The last date to submit the PAR was 10.11.2024 which was further extended to 10.12.2024 and subsequently to 31.12.2024 by the NCTE vide public notice dated 07.11.2024 & 10.12.2024, respectively. AND WHEREAS, in addition to the above public notices, multiple attempts through press release, regular reminders through e-mails and video messages of the Chairperson and Member Secretary of NCTE in this regard were uploaded across all major social media platforms with complete guide/tutorial for filling of PAR to spread awareness and sensitize all the recognised Teacher Education Institution for timely submission of the PAR. AND WHEREAS, in compliance of the decision of the General Body of the Council (NCTE) and directions issued vide above referred public notices, the above institution has not submitted PAR for the academic session(s) 2021-22. The matter was considered by the Southern Regional Committee of NCTE in its meeting no 456th Meeting and as per decision taken by the Regional Committee, show cause notice to provide reasonable opportunity to submit written representation before withdrawal of the above recognition/permission under section 17 of NCTE Act, 1993 on the ground of Non-submission of the PAR for the academic session 2021-22 was issued by SRC to the institution through online mode on 03.04.2025, a copy of the same was also sent through speed post. AND WHEREAS, all existing recognised Teacher Education Institutions were also informed vide Public Notice dated 02.04.2025 that show cause notice(s) under Section 17(1) of the NCTE Act, 1993 is/are being issued to the institutions that have not filled up the PAR by the Regional Committee(s) concerned, on the address/email of the institution(s) available with the office of the Regional Committee(s) concerned with the direction to submit their reply within 15 days through online mode only from the date of issue of SCN on the NCTE web-portal (https://par.ncte.gov.in/par_feedback_system/). AND WHEREAS, the matter was considered by the Southern Regional Committee of NCTE in its meeting no. 461th held on 27.05.2025 and the committee decided that the recognition/permission granted to Gv & Vb Teacher Education as referred above be withdrawn under Section 17 of NCTE Act, 1993 on the following grounds/reasons with effect from the academic session 2025-2026. The institution is not entitled to admit students in the above referred programmes from the academic session 2025-2026. The students admitted up to the academic session 2024-2025 shall complete their programme: -
- The institution has not submitted any reply to the show cause notice.
NOW THEREFORE, in exercise of the powers vested under Section 17 of NCTE Act, 1993, the Southern Regional Committee of NCTE hereby withdraws the recognition for the D.El.Ed Course granted to Gv & Vb Teacher Education as referred in the para-1 with effect from the academic session 2025-2026 on the ground/reasons given in the para-7 of this order. The institution is not entitled to admit students in the above referred programmes from the academic session 2025-2026. The students admitted up to the academic session 2024-2025 shall complete their programme. If the institution is not satisfied with this order, it may prefer an appeal under section 18 of the NCTE Act, 1993 through online mode available on NCTE website https://ncte.gov.in/Appeal/Form/login.aspx within 60 days from the date of issue of this order.
