National Education Policy (NEP) 2020 in Para 15.11 aims to flourish a knowledge system by establishing a large pool of outstanding professionals, who would be willing to provide short-and-long-term professional support to school teachers. Working towards the attainment of the goals set by NEP 2020, NCTE has been assigned to develop and design the modalities for National Mission for Mentoring (NMM). Mentoring is a process for the informal/formal transmission of knowledge and the psychosocial support perceived by the recipient as relevant to work, career or professional development. Mentoring gives rise to a collaborative agency for stakeholders where the community fosters the spirit of learning, reflection and sharing toward capacity building. A “Bluebook on Mentoring” is being prepared by NCTE.

National Education Policy (NEP) 2020 in Para 15.11 highlights the need for a National Mission for Mentoring (NMM).
It was announced in the Budget 2021 as a mandate of MoE.
MoE, further assigned the responsibility of carrying out this task to NCTE. Accordingly, the following task has been undertaken to develop the modalities of NMM.
Through the MyNEP 2020 portal, 1839 comments /suggestions were received in April 2021.
An expert committee was formed on 20th September 2021 to work out the modalities for designing the draft of the NMM Bluebook.
Deliberations through regular meetings, In house discussions, and Consultative workshops were conducted to develop the draft of Bluebook on Mentoring.
A series of 15 Open House Discussions were conducted across India on the draft Bluebook on Mentoring which was placed on the NCTE website and MyGOV portal on 3rd November 2021.
The intial draft Bluebook was finalized by incorporating the received input and suggestions after due deliberations and this final draft document was submitted to MoE on 31st March 2022.
NCTE launched NMM in pilot mode on 29th July 2022 in 30 Central Government Schools (15 KVs, 10 JNVs, and 5 CBSE).
National Centre for Teacher Quality (NCTQ) was inaugurated by Sh. Sanjay Kumar IAS, Secretary DoSE&L, GOI on 10th January 2023. NCTQ is an NDEAR-Compliant platform that will facilitate the Implementation and Monitoring of NPST & NMM.
NCTE launched NMM Portal on 31th May 2023. The NMM Portal was launched by Prof. Yogesh Singh, Chairperson, NCTE in the presence of Member Secretary NCTE. The Portal will facilitate the registration and Mentoring interactions of Mentors and Mentees.
A series of 15 Open House Discussions were conducted with different stakeholders which included potential mentees and mentors. The discussion was conducted in blended/ physical mode from the month of November 2021 - March 2022. A booklet “Open House Discussion on National Mission for Mentoring” was developed and was launched by Member Secretary NCTE on 7th September 2022. NCTE conducted a 2-day Orientation Programme on NMM at Navodaya Leadership Institute, Cancona South Goa on 10th and 11th November 2022 with 30 School Principals and Nodal Officers.
NCTE has onboarded 60 mentors.
NCTE conducted 2-Day Orientation/ Capacity-Building Workshops for selected 60 Mentors on 31st May and 1st June 2023.
Additional 18 State Government Schools from 6 States/UT will be included in the NMM programme separately.
The final draft document of “Bluebook on Mentoring” will be launched on the 3rd Anniversary of NEP 2020, i.e. 29th July 2023.
